Pour n'en citer qu'un : sur l'ensemble des substrats durs récifaux, des platiers jusqu'à 15m de profondeur, seuls 18% sont recouverts par les Scléractiniaires (coraux durs, constructeurs de récifs), avec une représentation relative du genre Acropora (genre corallien prédominant sur un récif en bonne santé) au sein du peuplement corallien de 15%. Si l'on compare ce résultat aux données fournies par la littérature, il apparaît qu'une perte d'environ 50% de couverture corallienne a eu lieu au cours des 40 dernières années (Faure, 1982), perte accélérée depuis 1998, en conséquence de certaines pratiques toujours en œuvre sur les bassins versants et du changement climatique (épisodes de blanchissement corallien).\r\n\r\nCette étude, réalisée jusqu'au récif de Grande Anse, situé au-delà des réseaux de surveillance actuels, a révélé la présence de milieux encore préservés, fournissant un état de référence pour les récifs de La Réunion en 2023, avec de fortes couvertures coralliennes (> 50%) en bonne santé. De très beaux reliquats de platiers persistent également sur les récifs de La Saline Sud (face au centre Jacques Tessier) et de Saint-Pierre - Terre Sainte, témoignant, pour certains, d'une capacité de résilience encore active. Pourtant, les stigmates de coulées de boue, de buses de rejets d'eaux pluviales et usées, d'endiguements et de détournements de ravines, d'assainissements défaillants d'infrastructures hôtelières, du piétinement des coraux et d'une pêche et chasse formelles et informelles dominent le paysage de Cap Champagne à Saint-Pierre.\r\n\r\nComme révélé également par les résultats du suivi de l'effet réserve (2023), seules les zones de protection forte (ZPR et ZPI) de la RNMR tendent à limiter cette tendance et participent au maintien des mécanismes de régulation de l'écosystème, nécessaires à sa résistance aux changements locaux comme globaux. Pour les peuplements de poissons, nous avons estimé des densités de prédateurs ciblés par la pêche plus de 3 fois supérieures en zones de protection forte (ZPR et ZPI) qu'en zones situées hors réserve. Cette période a permis de développer des actions dans 15 thèmes, s’inscrivant dans les axes du plan cadre de l’FRECOR, et se déclinant tout ou partie des collectivités de l’outre-mer.\r\n-\tCertains de ces thèmes sont « historiques » et se déclinent depuis le début de l’Ifrecor : la surveillance des récifs, la cartographie, les aires marines protégées, les actions de communication/sensibilisation ; \r\n-\td’autres ont démarré au cours de la phase 2, se sont déployés en phase 3 et poursuivis en phase 4 : observatoires des herbiers et des mangroves, changement climatique, socio-économie ;\r\n-\td’autres, enfin, ont émergé dans cette nouvelle phase : MERCI-Cor, vulnérabilité des outre-mer aux changements climatiques, liste rouge, espèces exotiques envahissantes, outils de financement pour la conservation.\r\nEn parallèle, les territoires ont développé leur propre plan d’action local avec des activités qui sont en résonnance avec les actions nationales, ces dernières trouvant dans les territoires leur terrain d’expérimentation, et d’autres activités locales développées en parallèle du plan national. Elle s’est engagée à protéger 100% des récifs coralliens d’ici 2025. Elle s’appuie pour ce faire sur un bilan de l’état de santé des récifs coralliens et des écosystèmes associés réalisé tous les cinq ans. Le bilan 2020, fruit d’un travail collectif avec tous les outre-mer coralliens, montre que l’état de santé des récifs coralliens français, des herbiers et des mangroves est contrasté : de grandes disparités existent entre les régions, les territoires et au sein d’un même territoire.\r\n\r\n    Les récifs sont plutôt préservés dans les territoires étendus, à faible démographie ou inhabités, dont les zones côtières sont soumises à des pressions faibles ou modérées : dans le Pacifique (Nouvelle-Calédonie, Polynésie française – hors archipel de la Société, Wallis-et-Futuna), et les îles Éparses (océan Indien) : 70% des stations suivies y sont en bon état.\r\n    Ils sont plutôt dégradés, dans les territoires de superficie plus réduite, soumis à une forte pression démographique et très anthropisés : Antilles françaises (Guadeloupe, Martinique, Saint-Martin, Saint-Barthélemy) et océan Indien (Mayotte, La Réunion) : 62 % des stations suivies y sont dégradées.\r\n\r\nLes principales recommandations portent sur la réduction des pressions anthropiques « locales » (assainissement, réduction de l’érosion, gestion des aménagements côtiers…), sur l’extension des aires marines de protection forte, sur l’innovation pour renforcer la résilience des récifs et de leurs écosystèmes associés face aux impacts du changement climatique. Elles forment des herbiers plurispécifiques, dominés en termes d’occurrence par 3 ou 4 espèces dont les principales sont Halodule uninervis, Syringodium isoetifolium, Halophila sp. et Thalassia hemprichii (Loricourt, 2005). \r\nCes herbiers sont ras, peu denses et fragmentés et colonisent aussi bien les secteurs de platiers de récifs barrières que les platiers de récifs frangeants. En 2015 le PNMM a permis d’étayer la connaissance de la distribution des herbiers intertidaux et de l’abondance des espèces de phanérogames sur tout le pourtour de l’île (Dedeken M., Ballorain K., 2015). Pour répondre aux besoins de la Directive européenne cadre sur l’eau (DCE) dans les DOM, des travaux ont été mis en œuvre ces dernières années pour améliorer les connaissances sur les herbiers tropicaux, leur fonctionnalité et à évaluer leur capacité à rendre compte de la qualité des eaux marines (Kerninon 2016).
