Les partenariats mis en place, ont été développés en 2004, et un véritable réseau regroupant les acteurs locaux (administration, ONGs, opérateurs économiques) a permis d’engager les actions programmées, et d’intégrer Mayotte dans des programmes régionaux et internationaux d’étude des tortues marines.\r\nLa participation des acteurs locaux s’est accrue (ULM, Base de données) grâce à leur implication, et la formation des agents. L’objectif est à la fois de permettre aux équipes locales d’acquérir une autonomie sur les programmes en place et de développer et pérenniser les partenariats pour assurer la pertinence des actions, des protocoles et d’ancrer Mayotte dans un réseau régional d’étude et de conservation.
