Elle souhaitait également impliquer fortement les équipes des différentes réserves naturelles marines dans la phase de collecte des données sur le terrain.\r\nDe 2008 à 2012, le « réseau de réserves » a été pérennisé afin, d’une part de réaliser un diagnostic actualisé sur l’état de santé des peuplements benthiques et des herbiers à partir de 2008, et d’autre part de renforcer le principe de compagnonnage et d’échange entre les 4 structures. Depuis 2009, le suivi est complété par un diagnostique de l’état des peuplements ichtyologiques et par le suivi de stations de comparaison hors réserve. Ce plan d’action comprend six axes : planifier pour prévenir, réduire les effets négatifs des activités humaines, connaître et comprendre pour gérer, informer et former pour modifier les comportements, développer les moyens d’action, développer les échanges et la coopération. Il identifie des actions de niveau national, des actions présentant un intérêt transversal et fédérateur à l’ensemble des collectivités d’outre-mer et des actions plus locales.\r\nLa surveillance de l’état de santé des récifs s’inscrit comme un préalable et une constante du plan d’action. La mise en place d’observatoires et de suivis des récifs coralliens dans les sept collectivités de l’outre-mer, la synthèse et la diffusion des résultats ont pour objectif de connaître, comprendre, alerter et orienter les mesures à prendre au niveau local, régional, national ou international. L’édition de ce rapport, rassemblant les données acquises grâce à la mobilisation des comités locaux de l’IFRECOR, est une étape significative. Cela résulte d’une part de leur large et intense usage dans l’agriculture, plus particulièrement des insecticides, dans les zones tropicales. Le ruissellement et le cycle de l’eau contribuent de façon majeure à cette pollution. D’une part, les fleuves ou les rivières côtières introduisent dans les eaux marines littorales non seulement leurs eaux contaminées mais aussi des sédiments surtout à l’état de matières en suspension, produits par l’érosion des sols, qui peuvent être particulièrement chargés en pesticides adsorbés. Les courants côtiers vont finir par amener ces contaminants dans les eaux récifales même si elles ne sont pas situées à proximité des zones estuariennes. Par ailleurs, l’érosion des sols dans des champs, qui parfois longent de très près le littoral, jouxtant les plages sur des côtes plates, peut lors de forts orages introduire directement ces eaux polluées dans les récifs frangeants par le jeu du ruissellement.
