La conférence des Nations Unies à la Barbade en 1994 sur le Développement durable des petits Etats insulaires a renforcé l’interventionnisme des grandes organisations mondiales, dans la protection de l’environnement et ce à toutes les échelles spatiales. L’ensemble des traités qui ont par la suite vu le jour vise à infléchir les politiques des Etats vers une plus grande rationalité environnementale. Ils promeuvent également une implication des communautés villageoises dans la gestion de leur espace vécu. Les Etats tendent à y perdre une partie de leur souveraineté au profit d’entités supranationales et de structures locales. Cette réorganisation des pouvoirs nécessite une plus grande intégration par ailleurs caractéristique de la gestion de la zone côtière et qui en fait à la fois la force mais également la difficulté. Elle permet de mieux appréhender un système socio-spatial complexe aussi bien aux échelles régionale, nationale que locale. Se pose alors la question des effets pervers occasionnés par l’uniformisation des pratiques que peut engendrer la mondialisation des politiques de gestion environnementale. Les initiatives prises par les pays de la région de l’ouest de l’océan Indien et en particulier à la Réunion révèlent les difficultés relatives à l’intégration. Bien que les interrelations entre les études sectorielles menées d’ailleurs de façon pertinente dans des domaines tels que la géologie, biologie, physique, économie, sociologie, géographie, etc. souffrent d’une déficience évidente, il apparaît néanmoins que c’est encore dans la GIZC que cette notion d’intégration dans un modèle cohérent ait fait le plus de progrès.
